Using the zip or rar file
1.Download xmlutil.dll 2.0.2.25
2.Extract xmlutil.dll 2.0.2.25 from .zip. We recommend that you extract xmlutil.dll 2.0.2.25 to the installation directory of the program that is requesting xmlutil.dll 2.0.2.25.
3.If that doesn't work, you will have to extract xmlutil.dll 2.0.2.25 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place xmlutil.dll 2.0.2.25 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 xmlutil.dll 2.0.2.25 and press Enter.
