Using the zip or rar file
1.Download 0004F3B3ce.dll
2.Extract 0004F3B3ce.dll from .zip. We recommend that you extract 0004F3B3ce.dll to the installation directory of the program that is requesting 0004F3B3ce.dll.
3.If that doesn't work, you will have to extract 0004F3B3ce.dll to your system directory. By default, this is:

4.If you use a 64-bit version of Windows, you should also place 0004F3B3ce.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
