Using the zip or rar file
1.Download arcctl.dll 0.0.9.9
2.Extract arcctl.dll 0.0.9.9 from .zip. We recommend that you extract arcctl.dll 0.0.9.9 to the installation directory of the program that is requesting arcctl.dll 0.0.9.9.
3.If that doesn't work, you will have to extract arcctl.dll 0.0.9.9 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place arcctl.dll 0.0.9.9 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 arcctl.dll 0.0.9.9 and press Enter.
