Using the zip or rar file
1.Download blpie.10.1003.dll
2.Extract blpie.10.1003.dll from .zip. We recommend that you extract blpie.10.1003.dll to the installation directory of the program that is requesting blpie.10.1003.dll.
3.If that doesn't work, you will have to extract blpie.10.1003.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place blpie.10.1003.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
