Using the zip or rar file
1.Download ClientBaseD.dll
2.Extract ClientBaseD.dll from .zip. We recommend that you extract ClientBaseD.dll to the installation directory of the program that is requesting ClientBaseD.dll.
3.If that doesn't work, you will have to extract ClientBaseD.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place ClientBaseD.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 ClientBaseD.dll and press Enter.
