Using the zip or rar file
1.Download dec2.dll 2.16.0.46
2.Extract dec2.dll 2.16.0.46 from .zip. We recommend that you extract dec2.dll 2.16.0.46 to the installation directory of the program that is requesting dec2.dll 2.16.0.46.
3.If that doesn't work, you will have to extract dec2.dll 2.16.0.46 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place dec2.dll 2.16.0.46 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 dec2.dll 2.16.0.46 and press Enter.
