Using the zip or rar file
1.Download dacbisa.dll
2.Extract dacbisa.dll from .zip. We recommend that you extract dacbisa.dll to the installation directory of the program that is requesting dacbisa.dll.
3.If that doesn't work, you will have to extract dacbisa.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place dacbisa.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 dacbisa.dll and press Enter.
