Using the zip or rar file
1.Download DeviceEmulatorProxy.dll
2.Extract DeviceEmulatorProxy.dll from .zip. We recommend that you extract DeviceEmulatorProxy.dll to the installation directory of the program that is requesting DeviceEmulatorProxy.dll.
3.If that doesn't work, you will have to extract DeviceEmulatorProxy.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place DeviceEmulatorProxy.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 DeviceEmulatorProxy.dll and press Enter.
