Using the zip or rar file
1.Download dwxlwb19r.dll
2.Extract dwxlwb19r.dll from .zip. We recommend that you extract dwxlwb19r.dll to the installation directory of the program that is requesting dwxlwb19r.dll.
3.If that doesn't work, you will have to extract dwxlwb19r.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place dwxlwb19r.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 dwxlwb19r.dll and press Enter.
