Using the zip or rar file
1.Download DesignerResourcesDE.dll 7.0.41126.0
2.Extract DesignerResourcesDE.dll 7.0.41126.0 from .zip. We recommend that you extract DesignerResourcesDE.dll 7.0.41126.0 to the installation directory of the program that is requesting DesignerResourcesDE.dll 7.0.41126.0.

4.If you use a 64-bit version of Windows, you should also place DesignerResourcesDE.dll 7.0.41126.0 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
