Using the zip or rar file
1.Download ExplainLibrary.dll
2.Extract ExplainLibrary.dll from .zip. We recommend that you extract ExplainLibrary.dll to the installation directory of the program that is requesting ExplainLibrary.dll.
3.If that doesn't work, you will have to extract ExplainLibrary.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place ExplainLibrary.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 ExplainLibrary.dll and press Enter.
