Using the zip or rar file
1.Download Keli.ServerImplement.dll
2.Extract Keli.ServerImplement.dll from .zip. We recommend that you extract Keli.ServerImplement.dll to the installation directory of the program that is requesting Keli.ServerImplement.dll.
3.If that doesn't work, you will have to extract Keli.ServerImplement.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place Keli.ServerImplement.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 Keli.ServerImplement.dll and press Enter.
