Using the zip or rar file
1.Download BulkNotices.dll 1.0.0.0
2.Extract BulkNotices.dll 1.0.0.0 from .zip. We recommend that you extract BulkNotices.dll 1.0.0.0 to the installation directory of the program that is requesting BulkNotices.dll 1.0.0.0.
3.If that doesn't work, you will have to extract BulkNotices.dll 1.0.0.0 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place BulkNotices.dll 1.0.0.0 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 BulkNotices.dll 1.0.0.0 and press Enter.
