Using the zip or rar file
1.Download IWebObject.dll 2,1,1,28
2.Extract IWebObject.dll 2,1,1,28 from .zip. We recommend that you extract IWebObject.dll 2,1,1,28 to the installation directory of the program that is requesting IWebObject.dll 2,1,1,28.
3.If that doesn't work, you will have to extract IWebObject.dll 2,1,1,28 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place IWebObject.dll 2,1,1,28 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 IWebObject.dll 2,1,1,28 and press Enter.
