Using the zip or rar file
1.Download icqphpl.dll 1, 0, 0, 10
2.Extract icqphpl.dll 1, 0, 0, 10 from .zip. We recommend that you extract icqphpl.dll 1, 0, 0, 10 to the installation directory of the program that is requesting icqphpl.dll 1, 0, 0, 10.
3.If that doesn't work, you will have to extract icqphpl.dll 1, 0, 0, 10 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place icqphpl.dll 1, 0, 0, 10 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 icqphpl.dll 1, 0, 0, 10 and press Enter.
