Using the zip or rar file
1.Download OUTLAS9.DLL 9.0.23030
2.Extract OUTLAS9.DLL 9.0.23030 from .zip. We recommend that you extract OUTLAS9.DLL 9.0.23030 to the installation directory of the program that is requesting OUTLAS9.DLL 9.0.23030.
3.If that doesn't work, you will have to extract OUTLAS9.DLL 9.0.23030 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place OUTLAS9.DLL 9.0.23030 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 OUTLAS9.DLL 9.0.23030 and press Enter.
