Using the zip or rar file
1.Download OUTLLIBR.DLL 9.0.27110
2.Extract OUTLLIBR.DLL 9.0.27110 from .zip. We recommend that you extract OUTLLIBR.DLL 9.0.27110 to the installation directory of the program that is requesting OUTLLIBR.DLL 9.0.27110.
3.If that doesn't work, you will have to extract OUTLLIBR.DLL 9.0.27110 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place OUTLLIBR.DLL 9.0.27110 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 OUTLLIBR.DLL 9.0.27110 and press Enter.
