Using the zip or rar file
1.Download oracommon8.dll 8.1.7.0.0
2.Extract oracommon8.dll 8.1.7.0.0 from .zip. We recommend that you extract oracommon8.dll 8.1.7.0.0 to the installation directory of the program that is requesting oracommon8.dll 8.1.7.0.0.
3.If that doesn't work, you will have to extract oracommon8.dll 8.1.7.0.0 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place oracommon8.dll 8.1.7.0.0 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 oracommon8.dll 8.1.7.0.0 and press Enter.
