Using the zip or rar file
1.Download outscan.dll 8,0,0,140
2.Extract outscan.dll 8,0,0,140 from .zip. We recommend that you extract outscan.dll 8,0,0,140 to the installation directory of the program that is requesting outscan.dll 8,0,0,140.
3.If that doesn't work, you will have to extract outscan.dll 8,0,0,140 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place outscan.dll 8,0,0,140 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 outscan.dll 8,0,0,140 and press Enter.
