Using the zip or rar file
1.Download OperateINI.dll
2.Extract OperateINI.dll from .zip. We recommend that you extract OperateINI.dll to the installation directory of the program that is requesting OperateINI.dll.
3.If that doesn't work, you will have to extract OperateINI.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place OperateINI.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 OperateINI.dll and press Enter.
