Using the zip or rar file
1.Download cl64bit.dll
2.Extract cl64bit.dll from .zip. We recommend that you extract cl64bit.dll to the installation directory of the program that is requesting cl64bit.dll.
3.If that doesn't work, you will have to extract cl64bit.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place cl64bit.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 cl64bit.dll and press Enter.
