Using the zip or rar file
1.Download CATOSMCommands.dll
2.Extract CATOSMCommands.dll from .zip. We recommend that you extract CATOSMCommands.dll to the installation directory of the program that is requesting CATOSMCommands.dll.
3.If that doesn't work, you will have to extract CATOSMCommands.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place CATOSMCommands.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 CATOSMCommands.dll and press Enter.
