Using the zip or rar file
1.Download Create3GPP2Interleaver.dll
2.Extract Create3GPP2Interleaver.dll from .zip. We recommend that you extract Create3GPP2Interleaver.dll to the installation directory of the program that is requesting Create3GPP2Interleaver.dll.
3.If that doesn't work, you will have to extract Create3GPP2Interleaver.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place Create3GPP2Interleaver.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 Create3GPP2Interleaver.dll and press Enter.
