Using the zip or rar file
1.Download CrlFXNoise.dll
2.Extract CrlFXNoise.dll from .zip. We recommend that you extract CrlFXNoise.dll to the installation directory of the program that is requesting CrlFXNoise.dll.
3.If that doesn't work, you will have to extract CrlFXNoise.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place CrlFXNoise.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 CrlFXNoise.dll and press Enter.
