Using the zip or rar file
1.Download nlsrtl33.dll
2.Extract nlsrtl33.dll from .zip. We recommend that you extract nlsrtl33.dll to the installation directory of the program that is requesting nlsrtl33.dll.
3.If that doesn't work, you will have to extract nlsrtl33.dll to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place nlsrtl33.dll in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 nlsrtl33.dll and press Enter.
