Using the zip or rar file
1.Download smgr.dll 4.90.0.2533
2.Extract smgr.dll 4.90.0.2533 from .zip. We recommend that you extract smgr.dll 4.90.0.2533 to the installation directory of the program that is requesting smgr.dll 4.90.0.2533.
3.If that doesn't work, you will have to extract smgr.dll 4.90.0.2533 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place smgr.dll 4.90.0.2533 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 smgr.dll 4.90.0.2533 and press Enter.
