Using the zip or rar file
1.Download vcsced32.dll 4, 0, 1351, 1030
2.Extract vcsced32.dll 4, 0, 1351, 1030 from .zip. We recommend that you extract vcsced32.dll 4, 0, 1351, 1030 to the installation directory of the program that is requesting vcsced32.dll 4, 0, 1351, 1030.
3.If that doesn't work, you will have to extract vcsced32.dll 4, 0, 1351, 1030 to your system directory. By default, this is:
C:\Windows\System32 (Windows XP, Vista, 7, 8)
C:\WINNT\System32 (Windows NT/2000)
C:\Windows\System (Windows 95/98/Me)
4.If you use a 64-bit version of Windows, you should also place vcsced32.dll 4, 0, 1351, 1030 in C:\Windows\SysWOW64\
5.Make sure overwrite any existing files (but make a backup copy of the original file).
6.Reboot your computer.
7.If the problem still occurs, try the following:
8.Open Windows Start menu and select "Run...".
9.Type CMD and press Enter (or if you use Windows ME, type COMMAND)).
10.Type regsvr32 vcsced32.dll 4, 0, 1351, 1030 and press Enter.
